The analysis aims to promote transparency and accountability of budget programs in the higher education sector through monitoring the latter and presentation of the simplified budgets. This will enable stakeholders to better understand the main directions of financial flows to the sector and actively participate in the formation and discussion of the policies of higher education sector, contribute to the formation of more informed public discussions, evidence based proposals and participatory control.

The analysis concerns the state programs for higher and postgraduate professional education for the period of 2023–2025. The performance data published during the 9 months) of 2025, were also used to assess the performance of the current year. At the same time, the depth and comparability of the calculations were limited in some cases due to the lack of publicity of unit costs, complete beneficiary databases and program details.

This analysis has been developed with the financial support of the European Union within the framework of a sub-grant provided under the “Budgets for Citizens” action implemented by the Armenian Lawyers’ Association, in cooperation with partners “Economic Development and Research Center” (EDRC) NGO and “Agora Central Europe” NGO (Czech Republic).
