This Report is aimed to conduct a budget analysis of public fund allocation by examining the execution and financing indicators of the Republic of Armenia’s state budgets for 2025 and 2026 in the education sector (specifically higher and postgraduate education), as well as by assessing the funding volumes and priorities planned that were based on the budget requests and corresponding annexes submitted by the Ministry of Education, Science, Culture and Sport for 2027–2029.
The analysis examined the dynamics of budget allocations, changes in program-based funding, and the expenditure structure, as well as key areas of state policy within the context of medium-term planning.
