The report has been prepared to analyze and monitor the budget programs implemented in the Social Assistance Sector in the Republic of Armenia, paying special attention to the measures aimed at the needs of forcibly displaced persons from Nagorno-Karabakh. The analysis includes the narrative and quantitative study of the programs, assessment of their performance, as well as identification of existing problems and formulation of directions for their solution. The main objective of the report is to increase the transparency and accountability of budget expenditures in the social assistance sector, ensure public oversight through formulating proposals for systemic reforms.
The report aims to promote budget transparency and public participation in the Social Assistance Sector. This is in line with the overall goal of the project initiative: to contribute to the formation of participatory governance and ensure inclusive, transparent budget processes in Armenia. Thus, the report presents an analysis of the current situation and serves as a tool for policy development and public oversight.
