The Social Protection Budget of Armenia for 2025: Key Directions and Changes

In 2025, approximately AMD 905.6 bln is allocated to the Social Protection Sector of Armenia, which constitutes 26.3% of the total state budget expenditures.

The Social Protection Sector continues to maintain a dominant position in the state policy, with its primary objectives being the significant reduction of the level of poverty in the country, improvement of the demographic situation, and the provision of social guarantees for certain groups of the RA population. The funding allocated to the Social Protection Sector shows a growing trend.

The expenditures for social protection in 2025 are planned to be directed in several key areas, each of which has its own special significance in the process of ensuring public welfare.

The largest share is allocated to Pension Insurance (1102), with AMD 560.3 bln allocated for this purpose, which accounts for approximately 61.9% of total expenditures.

The second largest allocation is for Social Security (1205), with AMD 122.7 blm or 13.5% of the total expenditures. These funds are aimed at providing benefits and implementing other social support programs with the objective of mitigating the socio-economic issues of vulnerable groups.

About AMD 80.1 bln, or 8.8, or 8.8% of total expenditures, is planned to allocate to improving the demographic situation (1068). Additionally, AMD 142.6 bln is allocated for other programs, which include social support to the cirtain social groups in response to crises and emergencies, social support in cases of insecurity, support for vulnerable and people in difficult life situations, employment programs, and other initiatives.
