The “Business and Education Association” Non-Governmental Organization (hereinafter referred to as the BEA NGO) implemented the “Implementation of Monitoring and Analysis of the Budget of Social Assistance Sector” sub-grant program in 2025–2026. Within this framework, the project the specific features of program-based budgeting in the social support sector were examined, the measures and performance indicators of budget program 1011 “Support for Vulnerable Social Groups and Support for Social Groups in Difficult Life Situations”) were evaluated, and recommendations aimed at enhancing the efficiency of the sector were developed.

This Executive Summary  presents the key results of that process. It also reflects the positions of state bodies regarding proposals and recommendations submitted during working discussions on the 2027 budget applications for the social support sector, the extent to which those proposals were accepted, the primary justifications provided, and the issues that continue to require further expert discussion and systemic reforms.
