Proposal for Inclusive Education Policy

This policy proposal  has been developed with the financial support of the European Union, within the framework of a sub-grant provided under the “Budgets for Citizens” project implemented by the Armenian Lawyers’ Association, in cooperation with partners “Economic Development and Research Center” (EDRC) NGO and “Agora Central Europe” NGO (Czech Republic). It has been implemented by “Lusastgh” NGO within the framework of the “Universal Inclusion 2: From Budget to Policy” project. The “Lusastgh” NGO is responsible for the content, and it does not necessarily reflect the views of the European Union.

The analysis was conducted based on multi-source data, combining the group discussions held in the Lori and Shirak marzes, the responses from parents, teachers, and directors of the school, as well as the issues raised by the families of beneficiaries of the “ADA” Center. In addition to the field studies, an analysis of the state budget was carried out. It revealed funding imbalances and their impact on the effectiveness of inclusive education. An analysis of other research conducted by various organizations was undertaken as well.

This policy proposal is aimed to create a framework for systemic changes that will strengthen the collaboration between state institutions, the professional community, and civil society, based on accurate data, the factual experiences of beneficiaries, and an in-depth analysis of the needs of the sector. The document also aims to contribute to the development of an efficient, predictable, and accountable management system for inclusive education, where the needs of every child are considered holistically and appropriate responses are ensured.
