The document established a policy framework that aims to:
- a) create a unified data system and a standardized system of indicators for higher education institutions (hereinafter referred to as HEIs),
- b) strengthen the linkage between these data with the programmatic structure of the state budget, ensuring the consistency of the “input–output–outcome/impact” logical chain in the budget programs of the education, science, culture and sports (hereinafter referred to as ESCS) sector.
The document includes an analysis of the problem, main policy directions for implementation, an institutional roadmap, responsibilities, risk assessment, and a monitoring mechanism.
This document has been developed within the framework of the “Advocacy for increased Public Participation and Improved Accountability in Higher Education Budgeting in Armenia” sub-grant project implemented by the “Compass” Research, Educational and Consulting Center” NGO, within the framework of the Budgets for Citizens project, implemented with the financial support of the European Union by the Armenian Lawyers’ Association, in cooperation with the Economic Development and Research Center and Agora Central Europe (Czech Republic).
