Analysis of the Justice Sector Budget for 2025

The ”Analysis of the Justice Sector Budget for 2025” (publication is available in Armenian language) is an analytical publication aimed at raising public awareness, creating a basis for effective dialogue and informed discussions between civil society and the public sector.

The main sources of information are the Budget Laws of the RA and reports on the implementation of the Annual Budget, as well as other official documents and data. Data on the Annual Budget for 2025 and 2024 are programmatic, while data for previous years are actual.

The analysis includes assessments of justice sector expenditures or implementation of budget programs, including compliance, efficiency, impact as well as other assessments, and also comparisons with the implementation of the 4th commitment the “Revision and introduction of participatory mechanisms in the budgeting process” of the “Action Plan of Open Government Partnership Initiative of the Republic of Armenia for 2022-2024″. The analysis is summarized with conclusions and recommendations for implementation during the 2026 budget process.

The following tables are presented along with the analysis:

  1. Budgetary funds allocated to the Justice Sector of the Republic of Armenia and a number of macroeconomic indicators in 2019-2025 (Annex 1),
  2. Annual trends in budgetary resources allocated to the Justice Sector and macroeconomic indicators for 2020-2025 (Annex 2),
  3. Changes in trends of budgetary resources allocated to the Justice Sector and macroeconomic indicators compared to 2019 (Annex 3),
  4. Capital expenditures allocated to the Justice Sector (Annex 4),
  5. Expenditures allocated to capacity development and technical equipment of Justice Sector Bodies in 2025 (Annex 5),
  6. Final outcome, financial and non-financial (performance) indicators of the 2025 Budget Programmes for the Justice Sector (Annex 6),
  7. Final outcome, financial and non-financial (performance) indicators of the 2025 budget programs in the Justice Sector (Annex 7).
