The budget of the Ministry of Justice of the Republic of Armenia in 2025 will amount to AMD 23.8 bln, which will increase by 2.7% compared to the previous year. AMD 1.04 bln or 4.4 %, of total budget allocations are for capital expenditures.
The Ministry of Justice will implement 7 budget programmes in 2025, the structure of the programmes is provided in the table below.

The first in terms of the volume of allocations is the Penitentiary Services Programme, to which AMD 14.8 bln or 62.6 % of the MoJ budget has been allocated. The allocations to the programmed have increased by more than AMD 1.0 bln or 7.6 % compared to 2024. The increase is mainly due to the design and construction of a new penitentiary facility.
It is followed by the “Compulsory Enforcement Services” and the “Policy Development, Program Coordination, Consulting and Monitoring in the Justice Sector” Programmes with allocations of AMD 3.4 bln and AMD 2.2 bln, or 14.2 % and 9.4 % of the MoJ budget, respectively.
