The 2024 Budget for the Social Protection Sector: from Draft to Reality

In 2024, the Social Protection Sector received overall much more funding than planned. While the Draft Budget stipulated to allocate about AMD 800 bln, in fact more than AMD 850 bln were actually allocated, which was about 7 % more.

The Programme to resist Crises Situations, and to Reduce and Eliminate the Consequences of Emergency Situations received 4 times more funding than planned. Pension Security also received increased allocations by about 5 %, and the Housing Programme of an increase of 60%.

However, a number of programmes received less funding than planned. The Supporting Disadvantaged Social Groups Programme received about 25 % less funding, and the Programme to Support Families and Children received 10 % less.

These data indicate that budget planning should be more accurate and take into account the possibility of emergency situations. It also reveals the need for a more efficient allocation of social support resources.
