The total budget for higher and postgraduate professional education in Armenia for 2025 was approximately AMD 10 bln. These funds are intended to ensure the quality of education, provide social support to students, and promote reforms in the sector.

The measures implemented included academic recognition and student mobility services, reforms of the higher professional education system aligned with accession to the European Education Area, the provision of doctoral scholarships, and the guarantee of benefits for postgraduate professional education.

The issues addressed included ensuring access to higher education in Yerevan for students from the regions and international students, partial subsidization of student loan interest payments, as well as measures providing full or partial tuition fee reimbursement for students forcibly displaced from Nagorno-Karabakh.
