Education remains a central focus, and the measures implemented in this sector aim to provide financial support to students, contribute to the development of infrastructure in higher education institutions, and ensure access to and quality of education.

During the first nine months of 2025, the total budget allocated for higher and postgraduate professional education programs was approximately AMD 10 bln. The actual allocated amount was about AMD 8.7 bln.

The main directions for the planned measures in 2025 are:

• Provision of student benefits and scholarships,
• Improving the building conditions of educational institutions and student dormitories,
• Development of postgraduate professional education and student support.

Overall, the data for the first nine months show that there is a need to continuously improve the effectiveness of measures in the education sector through more targeted financing and balanced planning in order to maintain the accessibility of education and ensure the sustainable development of the sector.
