The state budget allocated AMD 712.4 bln to the social protection sector for the implementation of 17 budget programs during the first nine months of 2025. In reality, AMD 642.3 bln was allocated to the sector, which is approximately 70 AMD bln less than the planned amount, or 9.8% below than the planned indicator. The performance of the sector amounted to 90.2%.

According to the report for the first nine months of 2025, the structure of the social protection budget is focused on several major programs.

The largest portion of the budget was directed towards pension and social security, demographics, housing support, and crisis response programs. However, they also recorded low performance. The overall picture highlights the need to improve program planning, distribution mechanisms, and implementation processes in order to ensure more targeted and efficient financing.
