It is expected to allocate AMD 80.1 bln to the “Improving Demographic Situation” Programme (Code 1068) of the Social Protection Sector from the state budget in 2025, which is 9 % of the total Social Protection budget. The allocations to the programme have increased by 17.2 %, which is an increase of AMD 11.7 bln compared to AMD 68.3 bln of the previous year.
It is planned to implement 6 main measures in the framework of the programme in 2025, which are aimed at stimulating the birth rate and ensuring social protection for large families. They are:
11001 – Ensuring providing benefits for childcare under 2 years.
12001 – Providing benefits for childcare under 2 years.
12002 – One-off child benefits.
12003 – Housing support for families with children.
12004 – Financial support for families with 3 or more children.
12005 – Providing partial compensation for certain costs of medical care and services by means of assisted reproductive technologies to parents of deceased military personnel.
The largest share 38 % or AMD 30.2 bln of the Programme budget is planned to allocate to providing Benefits for Childcare under 2 years. Funding for this measure has increased by 7.9 % compared with the previous year.
The second major measure in terms of funding is the Financial Support for Families with 3 or more Children Programme, for which it is planned to allocate AMD 27.1 bln in 2025, which is 34 % of the total programme budget.
Significant changes in financing of the measures of “Improving Demographic Situation” Programme have occurred in 2025 compared to the previous year. In particular, the financing of the “Ensuring providing benefits for childcare under 2 years” measure decreased by 84.4 %; the financing of the “Financial support for families with 3 or more children ” measure has increased by 55.5 %, and the financing of the ” Providing partial compensation for certain costs of medical care and services by means of assisted reproductive technologies to parents of deceased military personnel ” measure has increased by 21.3 %.
Improving the demographic situation in Armenia is a matter of strategic importance, and the implementation of such programmes is an important step towards ensuring demographic stability.
Solving demographic problems does not yield quick results, but consistent policies can create a more stable and healthier society in the long term.
