The objective of this study was to exercise public oversight over the public procurement processes conducted by municipalities in the Republic of Armenia regarding the sterilization and neutering of stray animals; to assess the extent to which the processes of contract execution and the acceptance of deliverables comply with the requirements of current legislation, as well as to identify systemic issues and risks present in this sector.
The study is based on the collection of data and the analysis of information obtained through surveys and their responses, as well as publicly available information, official information received from state authorities, and data collected through public monitoring activities. In some cases, the public oversight was limited to examining publicly available information and documents relating to the execution of contracts.
