This report presents an analysis of the implemented and ongoing procurement processes in general and preschool education establishments in the Vanadzor community. More than 10,000 documents were reviewed, which resulted in the identification of systemic problems that hinder the achievement of the objectives of the subsidy programmes. The report highlights the delayed work of kindergartens under construction, shortcomings in the projects, as well as restrictions on access to education. The objective is to contribute to the effective management of budget funds and promote public oversight.
