Representatives of the “Compass” Research, Educational and Consulting Center” NGO participated in public discussions regarding the Republic of Armenia’s Medium-Term Expenditure Program for 2027–2029 in the fields of higher education and science; this participation took place within the framework of a sub-grant project aimed at conducting an advocacy campaign on specific issues under the “Budgets for Citizens” program. The Program Manager Ms Nelly Vardanyan, Budget Expert Mr. Garib Harutyunyan, Board Member Mr. Karen Petrosyan, Young Specialist Ms Lilit Davtyan, and Volunteer Ms Dalar Kazandjian represented the NGO “Compass” in the discussion.

Proposals and comments aimed at increasing the efficiency and accessibility of the higher education system, as well as its modernization were presented during the discussion.

In particular, it was proposed to stimulate the institutional and infrastructural development of higher education institutions, implement national programs for introducing innovative technologies and the digital transformation of higher education, expand the use of artificial intelligence as well as the implementation of the digital agenda within the education system.

Proposals regarding the commercialization of educational and research outcomes, the modernization of professional standards, and the alignment of educational programs with labor market needs – taking into account development trends through 2030 were also submitted. The proposals have been noted for further discussion and consideration.
