Within the framework of the “Improving Third-Cycle Higher Education: A Meaningful Credit System” sub-grant project, which is implemented by the “Armenian Center for Democratic Education-CIVITAS” NGO under the “Budgets for Citizens” project, Ms Anna Badalyan, a young specialist of CIVITAS NGO participated in the public discussion of the Medium-Term Expenditure Framework (MTEF) for 2027–2029 of the Higher Education and Science sectors.

During the discussion, questions to refine the planned budget allocations for higher and postgraduate education, as well as to substantiate the increase in funding for scholarships and student allowances were raised and proposals were submitted. In particular, attention was paid to the grounds for calculating the increase in the proportion of students whose tuition costs are fully covered by the state from 19.5% to 22%. The recommendations called for clarification of the percentage increase in the number of students receiving scholarships in 2027–2029 compared with 2024–2026, as well as the absolute number of additional students expected to receive scholarships.

Data on the average scholarship amount per student were also presented. In particular, it was noted that, according to the study conducted, the average monthly scholarship amount was approximately AMD 7,400 prior to 2025; a proposal was made to determine projected scholarship amounts for the 2027–2029 period, taking into account the increase in funding.

During the discussion, particular attention was also paid to postgraduate and doctoral education programs.In particular, it was proposed to clarify the extent to which the increase in budget allocations is attributable to a rise in the number of recipients versus changes in the size of the scholarship. Questions regarding the expected monthly scholarship for PhD students and whether it would exceed the current average range of AMD 60,000–70,000 were also raised.

Data on the increase in the number of recipients of assistance under the student grant program for higher professional education were presented as well. It was proposed to clarify the number of students in absolute figures, corresponding to the growth from 19.5% to 22% envisaged by the program.

The comments and proposals made during the discussion have been noted for further consideration.
