In the period of July 2025 to January 2026, the “Center for Economic Law” NGO implemented the project “Implementation of an Advocacy Campaign in the Justice Sector” within the framework of the sub-grant provided under the “Budgets for Citizens” programme. This was the continuation of the previous initiative, “Implementation of Justice Sector Budget Monitoring and Analysis”, which results served as a basis for policy improvement initiatives in the sector.
As a result of the targeted advocacy and policy dialogue carried out within the project, the “Center for Economic Law” NGO developed a proposal and submitted it to the Office of the Prime Minister of the Republic of Armenia which the latter accepted. In particular, according to Decision No. 8-A of the Prime Minister of the Republic of Armenia dated 8 January, 2026, “On Launching the Budgetary Process of the Republic of Armenia for 2027,” the approved timeline sets a two-month period – from 1 April to 1 June, 2026, for public discussions of budget proposals. Previously, the discussion period lasted for only a few days, which limited the effective participation of civil society in the budget process.
This change enables the civil society organizations to thoroughly review the published proposals and submit evidence-based recommendations, thereby improving the quality, inclusiveness, and effectiveness of the budget process.
This example once again demonstrates that well-grounded and targeted advocacy can have a real impact on improving policies and achieving systemic change.
