The technical problem that arose during the voluntary certification of teachers in 2024 was solved through the efforts of the “Media for Education” NGO a sub-grantee of the “Budgets for Citizens” program which operates the media and analytical website https://mediaforedu.am/en/.

Within the framework of its six-month program “Education Expenditure / Quality of Critical Thinking” the “Media for Education” NGO studied the financing of general education, paying special attention to the certification process of teachers.

Since the voluntary electronic certification was conducted for the first time in Armenia, certain technical difficulties arose during the operation of the testing platform, particularly regarding the number of questions and their visibility, which could have significantly affected the results of the participants.

The NGO submitted a number of inquiries and recommendations aimed at improving the system. These were discussed with the Ministry of Education, Science, Culture and Sports of the Republic of Armenia and the National Center of Educational Technologies. As a result, the relevant authorities took the necessary steps to correct the shortcomings identified during the testing process.

Finally, on 6 November, 2025, the Ministry of Education, Science, Culture and Sports presented a new video guide that explains in detail the testing procedure, provides clear visibility of questions, and clear appeal mechanisms. This story is an example of how cooperation between civil initiatives and state institutions can bring effective and tangible results in the education sector.
