On January 15, 2026, a conference was held to present and discuss the results of the sub-grant project “Comparative Analysis of the 2024 Budget Allocations of the Ministry of Justice of the Republic of Armenia and the Public Procurement Conducted from Them”, implemented by the House of Justice NGO within the framework of the “Budgets for Citizens” project, financially supported by the European Union.
The conference focused on the public procurement processes of the Ministry of Justice of the Republic of Armenia, their alignment with budget allocations, and the issues of transparency, efficiency, and accountability in the use of public funds.
The opening speech was delivered by Tereza Galstyan, Head of the House of Justice NGO, who presented the objectives of the project and the main directions of the study, emphasizing the importance of analyzing the link between procurement processes, contract structures, and budget planning and execution. She highlighted the role of such studies as an effective tool for public oversight and improvement of public administration.
Welcoming remarks were also delivered by Karen Zadoyan, President of the Armenian Lawyers’ Association NGO and “Budgets for Citizens” project manager, who outlined the general logic of the work implemented within the project, emphasizing the importance of civil society participation and constructive collaboration with public authorities in budget processes. He also stressed the involvement and capacity-building of young specialists in the areas of state budget, budget oversight, and public accountability.
Karen Zadoyan further highlighted the role of the recommendations developed within the project, noting that they should be formulated in a systematic and targeted way for competent public authorities as a practical basis for public oversight and policy improvement.
During the conference, Sergey Shahnazaryan, Head of the Procurement Policy Division of the Ministry of Finance, emphasized the significance of analytical work and expert discussions in the public procurement sector to ensure efficient and purposeful use of public funds.
Representatives of the Ministry of Justice included Ani Aharonyan, Head of the Procurement Organization Unit of the Procurement and Information Support Division, and Voski Frangulyan, Chief Economist of the Financial-Economic Division.
Ani Khachatryan, a young specialist of the project, presented the structure of the Ministry of Justice budget for 2022–2024, as well as the dynamics of the ministry’s total budget, the volume of signed public contracts, and actual expenditures on public procurement during the same period.
The conference concluded with a discussion addressing the transparency of public procurement, efficiency in contract signing and execution, and the strengthening of mechanisms for public oversight of public funds. Several constructive recommendations were presented to improve public procurement policies and accountability in the justice sector.
