On 12 May, 2025, the concluding public discussion of the “Justice Sector Budget Monitoring and Analysis” Sub-Grant Project launched within the framework of the “Budgets for Citizens” action was held at the “AgriTech” auditorium of the Armenian National Agrarian University (ANAU). The objective of the sub-grant project was to study, monitor and analyze the Simplified Budgets of Justice Sector for 2024 and 2025, compiling the 2025 and the 2024 Simplified Budgets of Justice Sector with reporting data.
Representatives from the staffs of the President and the Prime Minister of the RA, the National Assembly of the RA, the Ministry of Finance and the Ministry of Justice of the RA, the staff of the Constitutional Court of RA, the Supreme Judicial Council, the Commission for the Prevention of Corruption, the Anti-Corruption Committee, the Staff of the Human Rights Defender, the Investigative Committee, the civil society organizations and mass media, independent experts, the sub-grant programs, and the “Center of Economic Right” NGO attended the discussion.
Ms Kristine Hovhannisyan, expert of the “Particip” organization, which is monitoring the programme, attended the discussion as well.
Mr. Movses Aristakesyan, the Project Manager and President of the “Center of Economic Right” NGO opened the discussion. He presented the key objectives of the programme; the work carried out in its scope and expressed his gratitude to the state bodies for the joint work.
Ms Lilya, Afrikyan, Head of the Department of Participatory and Open Governance issues of the Office of the RA Prime Minister delivered an opening speech as well. She expressed gratitude for the programme and the work done emphasizing the importance of the existence such programmes, which provide opportunity to make the state budget more accessible and affordable for the public.
President of the “Armenian Lawyers’ Association” NGO, and the “Budgets for Citizens” Project Manager Mr. Karen Zadoyan, welcomed the attendees as well. He presented the objective and the mission of the “Budgets for Citizens” project as well as the work carried out in its scope and also touched upon the second phase of sub-grant programmes to be launched in the near future.
The discussion began with Movses Aristakesyan’s presentation of the report “On the Results of Public Discussions held in the Period of 21March to 8 April, 2025 on the Medium-Term Expenditure Framework (MTEF) for 2026–28 and the 2026 Budget Applications.”
Further, young specialist Ms Anzhela Kocharyan presented the report “Simplified Budget of the Justice Sector of the RA for 2024 (according to the reporting data).”
Then, Mr. Movses Aristakesyan presented the report “On the Results of the Assessment and Monitoring of the Compliance of the Budget Programmes of the Anti-Corruption Target Direction in the Justice Sector for the First Quarter of 2025.”
The discussion was held in a constructive environment, with active involvement of all the participants. Productive exchange of ideas took place as well.
Sub-grant Project Manager Mr. Movses Aristakesyan held a closing speech at the end, noting that the programme was very useful for them and expressing hopes that it was useful for the participants as well.
