At the current phase of the implementation of the “Budgets for Citizens” project, beneficiary CSOs have made significant progress in terms of developing their capacities in the budget process. They received comprehensive capacity building and mentoring support, to develop their skills in analyzing public budget applications, as well as monitoring and evaluating public expenditures. Moreover, CSOs have gained the capacity to effectively carry out the advocacy of their members’ and stakeholders’ rights, by focusing on key areas and conducting systematic oversight of the performance of state budget.

The positive impact of the programme is already demonstrated by the increasing involvement of CSOs in the discussion processes on the Medium-Term Expenditure Framework (MTEF) for 2026–28 and the 2026 budget applications. They actively presented their observations and suggestions.

In accordance with the Decision No. 36-A of 16 January, 2025 of the Prime Minister of the Republic of Armenia, public discussions of the 2026–2028 Medium-Term Expenditure Framework of the Chief Managers of Budget Allocations of the Republic of Armenia and the 2026 budget financing applications were launched, where the Project beneficiary CSOs and young specialists were actively involved..

As a result, they developed and submitted suggestions and observations. All suggestions and observations were transferred to the relevant competent bodies in written form as well.
