The educational program aimed at providing budgetary knowledge to young professionals, implemented within the framework of the “Budgets for citizens” (B4C) Project (hereinafter referred to as the Project), has been launched.
Students from finance, economics, management and other related faculties who are interested in the budget process and want to contribute to the strengthening of the inclusive and transparent budget process in Armenia and involvement of young people in that process can participate in the educational program.
The training program will start from April 2024 and last for 4-5 months.
The program will be implemented in the following three phases.
ONLINE LEARNING PHASE: During this phase the young professionals will participate in online courses, which will consist of the following 4 modules:
- State budgets, budget analysis and monitoring.
- Advocacy implementation.
- Need-based related skills.
- Similar experience of Czech Republic
The training will be carried out through video classes and interactive materials of the Budget Knowledge Learning Platform (e-learning), developed by the Project experts. At the end of each topic, the participants must complete the knowledge test questionnaires.
ADVANCED AND PRACTICAL SKILLS DEVELOPMENT PHASE: 15 students with the best results in the online training phase will participate in the 5-day course, during which they will attend the lectures (master classes) on the topics of the state budget, budget analysis, participation, monitoring, implementation and advocacy, as well as perform group and individual analytical work. During this phase, the participants will also have the opportunity to visit relevant bodies (such as, RA Government, Ministry of Finance, National Assembly, etc.), private, international and local civil society organizations representing the field and get acquainted with the practical work carried out in the field.
PUBLIC AWARENESS PHASE. During this phase, each participant shall hold a public awareness workshop on at least one topic aimed to generate interest among young people, share knowledge on budget analysis and monitoring, and ensure participation and advocacy in the field of public budgets.
At the end of all 3 phases, the 6 young professionals with the best results, will be provided an opportunity on a competitive basis and based on the 12 months’ employment contracts, to be involved and work as young professionals in ‘CSO budget analysis and advocacy programs’ within the framework of sub-grants to be provided to these CSOs on a competitive basis.
Young people who want to participate in the training program should fill out the application form by 30 March, 2024 inclusive.
SELECTION CRITERIA OF YOUNG PROFESSIONALS
Young professionals are interested in working in at least one of the Project’s target areas (1).
Young professionals should have little or moderate capacity building experience in the project’s thematic areas.
In case of high competition, preference will be given to applicants who have not previously participated in a similar training program. (1)
The project target areas include: justice, education, social security and agriculture.
